Do too many cooks spoil the broth?

Too many cooks?
I think it is pretty well documented that I am pro the battle against Climate Change, but like it to be within the realms of practicality.
I was reading Kevin Rudd's speech to the UN earlier and I got to wondering what Penny Wong has been up to over the last few days. I then found an address she had given which got very little press in Australia. It got me thinking, are there too many dam cooks over there? Is there too much talk and not enough agreeing going on? I mean there seems to be all these levels of banter, leaders talking to leaders, Ministers talking to ministers, delegates talking to delegates, who the hell is supposed to be agreeing and signing stuff? I am confused.
Is it possible there is just way too many layers of power there for things to actually get done? I always thought 10,000 was a lot fo people to be trooping over there but I never considered the logisitcs of what these people would actually be doing. I am really not quite sure if anybody is doing anything, other than creating melodrama and hot air.
Here's hoping there are little munchkins working behind the scenes drafting practical agreements while the leaders of the free and not so free world give speeches and compliments and who knows what quantities of big fat nothings. I just hope they aren't spoiling the broth. Because it is a pretty important meal they are attempting to make.

that`s a good point! I never understand these big get togethers they all have - seems when you catch them on the news most the people are happily dozing away somewhere while some person waffles on at the mic.
Like you say hopefully they are getting something done.
